What is RUMAWIP?

RUMAWIP stands for Residensi Wilayah. It is an affordable housing programme initiated by the government in 2013. This programme aims to assist lower and middle-income groups of people to become a first-time homebuyer. It is also an initiative to encourage collaboration between local authorities and developers to design and develop affordable housing for Malaysian citizens. This programme is expected to develop 80,000 housing units throughout all Federal Territories – Kuala Lumpur, Putrajaya, and Labuan within five years.

Who can apply for RUMAWIP?

  1. Malaysian citizens of at least 21 years old
  2. Born, work or live in any Federal Territories during the application-
  3. Priorities given to those who do not own any property in the Federal Territories
  4. Retirees are eligible under terms and conditions
  5. Household gross income for individual applicants must not exceed RM10,000 per month
  6. Married couple must have a total income of no more than RM15,000 per month

 

What kind of affordable housing is offered by RUMAWIP?

 

RUMAWIP Currently, RUMAWIP offers three types of affordable housing, namely studio unit, two-bed unit as well as three-bed unit with strata title ownership. There are three types of properties categorised by its price respectively. The first property is a low-priced house. Low-priced house usually comes with a built-up area of 700 sq ft. The price of a low-priced house usually ranges between RM52,000 to RM63,000 depending on its location.

The second one is a medium low-priced house. It has a built-up area of 800 sq ft and the price ranges from RM63,001 to RM150,000. The third one is a medium-priced house. The built-up area is around 600 sq ft with a price of RM150,000 to RM300,000. A 10-year moratorium will be imposed where the purchased house cannot be transferred or sold to a new owner without the government’s permission. The house can only be transferred to the closest family members or heirs like spouses or children. This move is to prevent the emergence of property speculators and to ensure RUMAWIP can always serve the people who are in need.

 

How does RUMAWIP look like?

RUMAWIP units sell below the market price. A parking space, three bedrooms, and two bathrooms are included in the RM300,000 units. Furthermore, common facilities such as swimming pool, gymnasium and playground are provided to the residents. The units are built with reasonable layouts with easy accessibility. It helps the low and middle-income groups of people to adopt a comfortable and relaxed life in the new homes.

All the RUMAWIP properties come with a bare unit. In other words, the owner is able to design the unit from scratch according to his/her preference. Renovating a bare unit is cheaper than renovating a sub-sale house or changing the design of a fully furnished house. Removing and replacing things certainly cost more.

Sky Awani 4, Setapak

Sky Awani 4 is one of the RUMAWIP properties located in Setapak, Kuala Lumpur. The price of Sky Awani 4 is pegged at RM300,000. Under a 35-years tenure with 90% loan repayment, the residents only need to pay RM 1,195 per month. Sky Awani 4 is no short of facilities and amenities compared to the other high-end condominiums.

Sky Awani 4 is equipped with a BBQ area, swimming pool, leisure lounge, sunken tree lounge, chit-chat lounge, fern garden, meditation deck, jogging path and etc. The residents are able to recharge themselves under a pleasant and comfy environment. Furthermore, the location of Sky Awani 4 is very strategic. AEON Mall and Giant Supermarket are within walking distance. TAR University College is only 3.7 km away. Wangsa Maju LRT Station and Sri Rampai LRT station are approximately 3.5 km away from Sky Awani 4.

Residensi Akasia Permaisuri, Cheras

Located in Cheras’ Bandar Sri Permaisuri, Akasis Permaisuri is a residence built in the early 1980s. Residensi Akasia Permaisuri consists of one tower with a total of 200 units. Each unit comes with one carpark and is priced at RM300,000 with a built-up of 807 sq ft accommodating three rooms and two bathrooms.

With views of both the city and the lake, the residents can wake up in the morning to the sights and sounds of the city and nature right outside the windows. In addition to UKM Hospital and Taman Tasik Permaisuri, this low-density residence is nearby clinics, banks, commercial centers, and restaurants.There are many shopping malls nearby, such as AEON Maluri (3km), Sunway Velocity (4km) and Leisure Mall (7km). Most importantly, the residence is within walking distance to Cheras LRT station (300m) and Salak Selatan LRT station (1km).

Residensi Akasia Jubilee, Pudu

Residensi Akasia Jubilee sits strategically within Pudu of Kuala Lumpur, with easy access to surrounding commercial development such as Fraser Business Park, IKEA and MyTown Cheras. Sitting on 4.9 acres of land, Residensi Akasia Jubilee consists of 494 units of affordable homes. Each unit is priced at RM300,000 with a built-up of 841 sq ft. The project is due for completion in 2024.

Residensi Akasia Jubilee is developed by UDA Holdings Berhad, one of the top ten property developers in Malaysia. Residensi Akasia Jubilee is equipped with a playground, futsal court, multipurpose area and urban farming area. Designed to accommodate urban living, Residensi Akasia Jubilee offers many options for residents to travel around. The residence is located 800m away from Chan Sow Lin LRT station and 1.2km from Hang Tuah LRT station. The convenience of public transportation helps residents to save a lot of time and commuting costs. Furthermore, the residence is 700m to SJC( C ) Sam Yoke and HELP College. Tsun Jin High School is located 1km away as well. Despite the lower prices, most of the RUMAWIP properties are located strategically in the city.

 

Application Process

RUMAWIP

Applications can be made online at www.residensiwilayah.kwp.gov.my/. First of all, the applicant should register a profile and apply for the scheme on the RUMAWIP online portal. This portal is the gateway to find a RUMAWIP home. The applicants should ensure that the email address is filled in correctly and properly as all of the notifications of the application will be sent via email. After successfully setting up the profile, the applicants are able to search RUMAWIP properties by project name, project location and status. If the applicants are interested to apply for the project, click the ‘Mohon Projek Ini’ (‘Apply for this Project’) button. After that, applicants have to download the ‘Surat Akuan Sumpah’ from the online portal and then sign in the presence of the Judge / Magistrate or Commissioner of Oaths. This certified Letter of Oath will need to be submitted together with the supporting documents via the RUMAWIP Portal. A few documents need to be prepared to prove eligibility to apply for a RUMAWIP project. The required documents are stated below:

  1. Application form
  2. Letter of Oath
  3. Proof of Identity Card of Applicants
  4. KWSP Statement or Income Tax Statement
  5. Proof of Employment Letter
  6. Marriage Certificate (if applicable)
  7. Bank Statements or Payslips
  8. Utility Bill (Proof of Address)
  9. Birth Certificate of Children (if applicable)
  10. Copy of Sales and Purchase Agreements for Existing Property (if applicable)

The only method to submit the supporting documents is via online submission to the RUMAWIP Portal. The digital copies of supporting documents need to be scanned and uploaded to RUMAWIP portal. It is a good practice to keep a hardcopy of submitted documents for your future reference.

After all the necessary documents are submitted, the last step is to go through all the personal information thoroughly. The submission can finally be verified by clicking on the ‘Sahkan’ (‘Verify’) button. The application status can be checked by logging in to Residensi Wilayah Portal. The assignment of properties will be done on a specific ballot day. The ballot day must be physically attended by the applicant or a designated proxy (‘wakil’) with a valid Letter of Proxy prepared beforehand. In highly demanded developments, the applicants will draw a random designated unit number. In properties with lower demand, the applicants might have a chance to select the specific unit. The applicants will be required to pay up to 10% deposit fee if successfully picked.

Developers will most probably help the applicants to apply in Kementerian Wilayah Persekutuan (KWP) upon booking a unit. However, it depends on the property the applicant is applying to. It takes two to four weeks to get the application approved. The ministry and the bank may request for additional documents during the process. Therefore, it is vital to submit the documents to the person-in-charge in due course. This is to avoid the booking being cancelled by the developers. The applicants are allowed to apply one project at a time only. Unlike PR1MA conditions, applicants or his/her spouse are allowed to apply the property as a second home, one is not allowed to apply for RUMAWIP in the condition that the applicant or his/her spouse already owns a property.

In addition, it is important that the applicants always pay the bills (car loan, telephone bills,etc) on time. It is noteworthy that 90% of RUMAWIP applicants are rejected by sales representatives due to Central Credit Reference Information System (CCRIS) or Debt Service Ratio (DSR) issues. CCRIS is a system created by Bank Negara to create credit information regarding a borrower or potential borrower into standardized credit reports. It tracks the borrower’s loan repayment behaviour for the past 12 months based on a monthly report generated by financial institutions. DSR is the ratio of a person’s total debt to their household income. It evaluates the ability of a person to deal with their debt obligations. DSR is one of the key factors that banks use to determine the applicants’ borrowing power. The applicants’ DSR should generally not exceed 70% in order to successfully borrow housing loans from the bank.

The applicant will no longer be eligible for RUMAWIP if the applicant drops any application of the programme in the midst. This is because the application is based on the ‘one-time off’ basis. Any withdrawal of the application will result in no submission in the future. Applicants who have successfully applied for a RUMAWIP unit are required to pay the developer a 10% deposit of the total unit price. This programme does not offer any funding aid. Therefore, the applicants are free to choose their preferred financing options.

What is RUMAWIP’s income eligibility?

I can’t secure appropriate financing for RUMAWIP. Where can I secure financing for property purchase?

RUMAWIP’s pricing is capped at RM300,000 which qualifies the buyers for My First Home Scheme (SRP). The Scheme allows first time home buyers to obtain up to 110% financing from the participating banks, enabling home ownership without the need of paying a downpayment.

Do I get the refund of deposit if I was rejected by the bank for loan approval?

Yes. With loan rejection letters from the bank and rejection from RUMAWIP, you will be able to get a full refund of your deposit.
